TR-04 are permanent features on private property and are not slated for demolition as part of the
reclamation plan.
3. $15,000: TR-05 was approved by the Division on October 11,2012 which entailed disturbance of
up to 1.28 acres on the flat top of the modern tailings. The associated reclamation of the disturbance
was estimated to be $10,600 and Caldera provided an additional $15,000 of FW to address those
costs.
In 2012 the Division pointed out that the $25,000 held prior to TR-04 could likely have been used in part
to address reclamation costs pertaining to TR-04(thus not requiring the entire$50,000 submitted after TR-
04),but the former operator had plans to expand operations in 2013 and overfunding the FW was preferred.
Those plans did not come to fruition and the overfunded FW has been in place ever since. Adjusted for
inflation, the total FW required based on the Division's prior approvals/calculations is$81,061. Including
the estimate for TR-06 the total calculated costs for reclamation would be $148,741. Therefore, Caldera
believes that the proposed FW of$157,680 is more than adequate.
The scope and extent of the RA is at the discretion of EPA and remains subject to change. However, it is
important to note that the nature and extent of the RA is reclamation and that some of the Division's
reclamation requirements under the permit may largely be completed as part of the RA. Therefore,Caldera
cannot accurately represent the final conditions within the permit boundary until the RA is completed.
Following EPA's certification of completion of the RA,Caldera plans to submit another Technical Revision
and/or an Amendment with a revised reclamation plan as needed and FW proposal that will reflect site
conditions.
Please contact me if you have any questions, and I look forward to your response.
Sincerely,
IlAft
Mike Thompson
Manager, Caldera Mineral Resources, LLC
(970)426-2924
