TRI-STATE GENERATION AND TRANSMISSION ASSOCIATION, INC.
HEADQUARTERS: P.O. BOX 33695 DENVER, COLORADO 80233-0695 303-452-6111
April 16, 2018
Mr. Zach Trujillo
Environmental Protection Specialist
Colorado Division of Reclamation, Mining & Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
RECEIVED
RE: Colowyo Coal Company L.P.
Permit No. C-1981-019 APR 19 2018
Minor Revision No. 185
Collom Power Poles and Snow Fence Division of Reclamation,
Mining & Safety
Dear Mr. Trujillo,
Tri-State Generation and Transmission Association Inc. (Tri-State), is the parent
company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company
L.P. (Colowyo). Therefore, Tri-State on behalf of Colowyo is submitting three (3) copies of
minor revision 185 (MR -185) to Permit No. C-1981-019.
MR -185 proposes fifteen power poles within or adjacent to the Collom facilities area.
All power feeding the pole locations will be underground from the Collom substation to the
appropriate pole location. MR -185 also provides the location of a snow fence around the
Collom substation that will be owned and maintained by White River Electric Association
(WREA). The snow fence is not part of Colowyo's mining operation and will not be required to
be bonded for demolition in accordance with Rule 3.02.1(2), since it will be owned by WREA.
Tri-State requests the Division calculates the increase in the reclamation liability with the
addition of the fifteen power poles.
Included in this minor revision are a revision application and a change of index sheet to
ease incorporation of this minor revision into the permit document. If you should have any
additional questions or concerns, please feel free to contact Tony Tennyson at (970) 824-1232 at
your convenience.
DJC:TT:der
Enclosure
AN EQUAL OPPORTUNITY/AFFIRMATIVE ACTION EMPLOYER
A Touchstone EneWCooperative
Sincerely,
Daniel J.
