As a result of a recent one inch rain event, Middle Flume #3 is at capacity for sediment <br />and requires dredging. <br />4. The dozer basin above was breached and requires repair. <br />Discussion with Mr. Roberts indicated that TMI is going out to bid for the dredging of Middle Flume <br />pond and the repair of the dozer basin. Numerous bids are being requested for consideration and a final <br />decision will be made as quickly as possible to perform the repairs. <br /> <br />MAINTENANCE ITEMS: Topsoil and Grading <br />5. Drill hole 2017 Gravel 3 requires grading, filling in of mud pit, topsoiling and seeding <br />by the next inspection in May. <br /> <br />INSPECTION: <br />GENERAL MINE PLAN COMPLIANCE: <br /> <br />Main haul roads were dry. Some access roads were muddy and impassable. Ash, spoil and <br />topsoil were being hauled. Coal was being excavated and hauled. Two draglines were operating <br />casting spoil one at the large pad mid pit and one above. One dragline was idle at the time of <br />inspection. Overburden and topsoil placement was progressing adequately and as permitted. <br />Although the afternoon on Wednesday 11 April became windy and road particulate became <br />airborn, no offsite air quality issues were observed at the time of inspection. Roads were being <br />watered in the morning as well as the afternoon. No offsite hydrologic impacts were noted at the <br />time of inspection although Middle Flume pond had received considerable flow and sediment . <br /> <br />TMI’s development drilling reclamation was evaluated for compliance with Rule 4.13, <br />contemporaneous reclamation. <br /> <br />ROADS- Rule 4.03 <br />Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and <br />Maintenance 4.03.1(5) and (6) I 4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7) <br /> <br />o Some access roads in and around the site were muddy and rutted due to <br />recent rain event, and warm temperatures, leaving portions of the site <br />inaccessible. <br />o Haul roads were dry and passable, free of ruts and appeared well maintained. <br />o No evidence of offsite impacts were observed. <br /> <br />SUPPORT FACILITIES – Rule 4.04 <br /> <br />o Support facilit ies, equipment storage and ash disposal area s were visited. <br />No issues were noted at time of inspection. <br />o No low spots with the potential to hold water, nor surface cracks were <br />noted on the ash pit.
