April 10, 2018 C-1980-007/West Elk Mine LDS <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 3 <br /> <br /> Page 3 of 12 <br /> <br /> PR-15, which was found complete on April 5, 2018. The decision due date is August 3, 2018. <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> The temporary waste pile on top of the RPE was much smaller than had been the case during previous <br />inspections. Material from the pile was being blended back into stockpiled coal at the time of the inspection by <br />workers for Tribble & Sons Excavating of Hotchkiss. <br />The RPEE was inaccessible at the time of the inspection, due to rock-fall across the road. A grader was <br />driving up to clear the rocks. From below the RPEE appeared to be in good condition, with no obvious slides on <br />the reclaimed slopes. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br /> The repairs to the slide on the Materials Storage Bench (MSB) appeared to have been successful, with no <br />obvious damage caused by the heavy rain the past weekend. The area was being monitored by MCC staff, with a <br />roof bolt attached to a length of measuring tape used to measure displacement. <br />Historic slides were visible on the cut slope above the RPE, but there had been no recent movement. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br /> Most of the installation work on the new potable water tank had been completed, however the plumbing <br />had not been connected and the tank was not yet in use. The pad disturbance had been protected with a berm, and <br />appropriate sediment control measures (wattles, straw bales, slash material). <br /> <br />DOCUMENTS RECEIVED <br />N/A <br /> <br />OTHER (SPECIFY) <br />N/A <br /> <br /> <br />ENFORCEMENT ACTIONS/COMPLIANCE <br /> <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />
