Aggregate Industries South Platte Combined SWSP April 13, 2018 <br />Plan IDs 3614, 4773, 3624, 4772, 4616, 3437, 3376, 3650, 3668, and 5475 Page 11 of 20 <br /> <br />augmentation structures on the Brighton Ditch operated by the City of Aurora for the delivery of <br />these shares. <br /> <br />Replacement Summary <br />The proposed depletions and replacements are shown in the attached “South Platte Combined <br />Substitute Supply Plan Accounting 2018”. The transit loss for each stream was estimated as 0.5% per <br />mile for the South Platte River and 0.25% per mile for the Poudre River. The stream miles for each <br />source is found on the Transit Loss spreadsheet submitted as part of the Applicant’s accounting. <br />(Note: The table shows a negative net balance for the month of January; however this is due to the <br />existence of free river conditions for the entire month which meant depletions did not require <br />replacement.) <br /> <br />Additional Water Supplies – Not Currently Authorized for Use in this SWSP <br />The Applicant owns or has/may obtain the right to use the following additional water <br />supplies, which are not currently included as authorized replacement sources in this SWSP. No. 2a 0.3154 shares total <br />Left Hand Ditch Companya 4 shares total <br />Leggett-Owens Reservoira 19.6 shares total <br />Lupton Bottom Seep Ditches No. 1 & No. 2a 100% ownership <br />Platte River Power Authority Leaseb Lease <br />Silver Heightsb Lease <br />Smith & Emmons Ditcha 1.5 shares total <br />aThe use of these sources for replacement purposes will only be allowed pursuant to a request for a new SWSP that provides <br />the necessary additional information detailed for each source in our letter of December 8, 2014, and summarized below. <br />bThe Applicant must provide a copy of a lease/purchase agreement to the State Engineer’s Office and the division engineer <br />for use of such additional replacement water prior to its use as a replacement source under this SWSP. In addition, this <br />source of replacement water may only be used in this SWSP if the Applicant complies with the attached Division One <br />Administration Protocol “Use of Replacement Sources Not Specifically Identified in an SWSP or Augmentation Plan”. <br />Boyd & Freeman Ditch <br /> In the past, Aggregate has utilized 240 shares in the Boyd & Freeman Ditch Company currently <br />owned by the City of Greeley. Aggregate is currently in discussions with Greeley on the continued <br />use of these shares in this SWSP. Until approval for their use is given by Greeley, no credit from the <br />Boyd & Freeman Ditch shares will be claimed in this SWSP. <br />Bergen Reservoirs 4, 5, & 6 <br />This office located the reference to the December 29, 1986 report prepared by KKBNA <br />Incorporated consulting engineers in the July 13, 1990 SWSP request for the Thornton Pit; however <br />this office does not appear to have a copy of the report itself. Therefore this office is unable to <br />determine the validity of the conclusions reached by the report. Prior to use of these shares as a <br />replacement source, the Applicant must provide documentation to support the claimed net annual
