Three copies of this permit application have been submitted to CDRMS at 1313 Sherman Street, Room
215, Denver, CO. Copies have also been provided to the Office of Surface Mining Reclamation and
Enforcment (OSMRE) at 1999 Broadway, Suite 3320, Denver, CO, and the Bureau of Land Management
(BLM) Little Snake Field Office at 455 Emerson Street, Craig, CO.
2.03.3(9) Certifcation by Responsible Offical
The information contained in this permit application is true and correct to the best of current knowledge,
information and belief. The responsible offical has certified this permit application in accordance in the
rules in the cover letter application.
2.03.4 Identification of Interests
Colowyo Coal Company L.P. is a limited partnership between two wholly owned subsidiaries of
Elk Ridge Mining and Reclamation, LLC. It's General Partner and Manager is Axial Basin Coal
Company, which hold a 20% partnership interest in the Colowyo Mine. The remaining 80%
partnership interest is held by Taylor Creek Holding Company. Elk Ridge Mining and
Reclamation, LLC is wholly owned by Tri-State Generation and Transmission Association, Inc.
Colowyo Coal Company L.P., is the permit applicant and mine operator for the Colowyo Mine
