Martin Julie Mikulas <br /> Marietta Regional Land Manager <br /> April 11, 2018 <br /> Mr. Michael Cunningham <br /> Division of Reclamation, Mining and Safety <br /> 1313 Sherman Street, Room 215 <br /> Denver, CO 80203 <br /> RE: Spec Agg Quarry M-1974-004,Technical Revision <br /> Dear Mr. Cunningham: <br /> Martin Marietta is requesting a technical revision to address the following issues: <br /> 1) Reclamation along the north boundary as part of a visual barrier to Heritage Square permitted with <br /> the City of Golden <br /> 2) Reclaiming the main pit to allow exposure of surface water. <br /> Visual Barrier <br /> Attached is a revised map showing changes in contours for the portion of a visual barrier that falls in the <br /> reclamation permit along the north boundary. The majority of the barrier is outside of DRMS Permit M- <br /> 1974-004. We worked with the City of Golden on this project. A copy of the grading permit and storm <br /> water permit are attached. The slopes were seeded and the image from our drone attached shows the <br /> erosion control blankets being installed in January. <br /> Water Exposure <br /> Water Court Decree 2013CW3053 allows for surface exposure on the pit floor at Spec Agg and the <br /> augmentation required. Copy of the decree is attached. See first paragraph on page 2. Martin Marietta <br /> believes that since this is solid rock, there is no ground water infiltrating. The water collecting in the <br /> bottom of the quarry pit is all storm water. During a significant storm, surface flow occurs from Jackson <br /> Gulch and runs into the pit. Per the above decree, Martin Marietta is allowed to intercept this flow. <br /> Martin Marietta is currently conducting a leak test to verify the water in the pit is not ground water. We <br /> have a flume and transducer set up in the pit. The reclamation map has been changed by adding a note <br /> that water will be stored in the pit. What happens with the pit at the end of mine life is still to be <br /> determined, it will be dependent on what the end user needs.
