<br />Subject: Climax Mine Water Quality Monitoring Plan Update (TR -27)
<br />Climax Molybdenum ("Climax") has proposed updates and changes to the Water Quality Monitoring Plan
<br />(WQMP) for the Climax Mine in Technical Revision 27 (TR -27), dated March 2, 2018. Leonard Rice
<br />Engineers (LRE) has been retained by the Eagle Park Reservoir Company (EPRC) to provide technical
<br />assistance with water quality matters. LRE has reviewed the TR -27 draft and compared it to the currently
<br />effective WQMP (TR -18 and TR -24).
<br />In 2016, LRE provided detailed comments directly to Climax on behalf of EPRC regarding the WQMP and
<br />the NPLs proposed in TR -25. Most of our comments and concerns regarding the TR -25 WQMP have been
<br />resolved through ongoing discussions with Climax. The following comments on TR -27 address the
<br />remaining issues and concerns that have not been resolved through direct discussions with Climax.
<br />This memorandum focuses on items for the Eagle River drainage basin only, although similar changes
<br />were proposed by Climax for the Tenmile Creek and Arkansas River Basins.
<br />PROPOSED CHANGES TO GROUNDWATER AND SURFACE WATER SAMPLING
<br />Climax has proposed eliminating the following parameters from the groundwater sampling list:
<br />Aluminum, Antimony, Arsenic, Barium, Beryllium, Calcium, Chromium (Crlll + CrVI), Cobalt, Lead,
<br />Magnesium, Mercury, Nickel, Potassium, Selenium, Silver, Sodium, Thallium, Vanadium,
<br />Bicarbonate, Total Alkalinity, Chloride, Cyanide (WAD and Total), Fluoride, Total Nitrat+Nitrite,
<br />and Total Organic Carbon.
<br />Climax has proposed eliminating the following parameters from the surface water sampling list:
<br />Aluminum, Antimony, Arsenic, Barium, Beryllium, Calcium, Chromium (Crlll + CrVI), Cobalt, Lead,
<br />Magnesium, Mercury, Nickel, Potassium, Selenium, Silver, Sodium, Thallium, Vanadium, Ammonia
<br />(NH3) as N, Bicarbonate, Total Alkalinity, Chloride, Cyanide (WAD and Total), Fluoride, Total
<br />Nitrat+Nitrite, and Total Organic Carbon.
<br />Climax has also proposed to include total recoverable molybdenum in the quarterly surface water
<br />sampling moving forward.
