PERMIT #: M-2012-004 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: April 5, 2018 <br />OBSERVATIONS <br />This inspection was conducted by Eric Scott of DRMS as a routine monitoring inspection of the 12.55 acre 112c <br />North Star Pit. No permittee representative was present during the inspection. The pit is located in an area <br />that is still being actively farmed, and the site identification sign was present near the access point to the site <br />at county road 138 (Photo 1). <br />The site boundary was marked by painted lath and steel fence posts, however the existing disturbance is very <br />close to the permit boundary on the east and west sides, especially on the south end of the pit where the <br />excavation is located. Care will need to be taken not to impact areas outside of the permit boundary during <br />mining and reclamation. Some activity (deposition of soil/mud piles) was noted adjacent to the east side of <br />the pit. Care will also need to be taken to prevent non -mining activity from impacting the permitted area. <br />The south end of the pit is currently excavated to a depth of approximately 15 feet on the east side, and <br />slightly less on the west side (Photos 2-4). The topsoil has been stripped off the north half of the permit area, <br />however that area has not yet been mined (Photo 5). No mining was taking place at the time of the <br />inspection, however there was a stockpile of available product material in the active area of the pit (Photos 3- <br />4). <br />There is currently a $30,035 reclamation bond posted for this site. The approved reclamation plan calls for <br />final slopes no -steeper than 4:1, topsoil replacement, and revegetation. The operator is strongly advised to <br />consider concurrent reclamation to minimize the amount of vertical high -wall that will need to be re -sloped to <br />4:1, as well as the proximity to the permit boundary of existing high -walls. <br />If mining continues to leave vertical high walls approximately 10-15 feet high, or if there is insufficient room to <br />push material down from the native surface to construct the final reclamation slopes due to proximity to <br />permit boundary, it is likely that a significant surety increase will be required.
