Aldo Plascencia and Chris Benson of th e <br />Office of Surface Mining, Reclamation and Enforcement (OSM) attended the inspection as technical remote <br />sensing specialists to assist with the inspection. Dr. Corley representing the Corley Company also attended the <br />inspection. No operator was present during the inspection. The weather was sun ny with high winds and ground <br />conditions were dry. Temperatures during the inspection were around sixty five degrees fahrenheit. The main <br />focus of this inspection was to survey the Magpie Diversion to ensure the ditch has been constructed to meet the <br />Rules and Regulations. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Wa ter Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9 ; Stream Buffer Zones 4.05.18: <br />The Magpie Diversion was inspected and no issues were observed with the stability of the ditch. Maintenance of <br />the ditch is still needed along the embankment. <br /> <br />OTHER (SPECIFY): <br />The system that was used to survey the Magpie Diversion is a RIEGL VZ-2000 with a high resolution DSLR <br />camera mounted on top. The entire system is mounted on a tripod. Five scans were taken at differ ent angles <br />around the diversion to be able to fully cover the area of interest. Once the data is fully processed by OSM, a 3D <br />point cloud of the scanned area can be created as well as a sub -meter (roughly 5 - 10 cm) elevation models. The <br />elevation data can model the surface (vegetation and above ground structures) or bare -ground elevation values. <br />Af ter OSM process the data and provided, the Division can then compare the results to the design criteria required <br />by the Rules and Regulations.
