On behalf of Bowie Resources LLC, following are its responses to the DRMS' comment and <br />concerns. <br />1. DRMS: Please provide the Division with comments from the landowners of the affected lands; <br />BLM and private landowners that a reduction in required shrub establishment is compatible with <br />the landowner's management plans. <br />BRL: Please see the attached letter from the BLM, and, a signed statement from Martin Pavlisick <br />agreeing that a reduction in the shrub establishment is compatible with the management plans <br />of the respective parties. <br />2. DRMS: Bowie proposes to revise the standard to "Establish >/= 2 native or introduced <br />herbaceous forb species: each contributing 0.5%<X<60%." In accordance with Rule 4.15.1(1) and <br />Rule 4.15.8(6), the Division does not consider that annual and biennial species meet the <br />definition of "permanent" vegetation cover; therefore, the Division ask Bowie to include <br />"perennial" in the proposed standard. "Establish >/=2 native or introduced perennial <br />herbaceous forb species: each contributing 0.5%<X<60%". <br />BRL: Please see revised page 1 of Volume 9A inserting the word "perennial" into the revised <br />standard. <br />3. DRMS: The Division also finds that the word "perennial" needs to be inserted into the proposed <br />standard "Species Diversity: establish >/=3 native cool season grass species each contributing <br />0.5%<X<60%." <br />BRL: Please see revised page 1 of Volume 9A inserting the word "perennial" into the revised <br />
