Introduction <br />This document is the decision package prepared by the Colorado Division of Reclamation, Mining <br />and Safety (the Division) for the New Horizon Mine. This document includes: 1) the proposed <br />decision to approve the renewal application; 2) a summary which includes a history of the review <br />of the permit application, a description of the environment affected by the operation, and a <br />description of the mining and reclamation plan; and 3) the written findings of compliance the <br />Division has made as required by the Colorado Surface Coal Mining Reclamation Act. Detailed <br />information concerning the findings of compliance can be found in the Regulations of the Colorado <br />Mined Land Reclamation Board for Coal Mining. <br />The Division has received an application for a renewal to a permit to conduct surface coal mining <br />and reclamation operations at the New Horizon Mine (NHM). The application was submitted by <br />Elk Ridge Mining and Reclamation, LLC (ERMR). The mine will be operated by ERMR. The <br />NHM ceased coal extraction in 2013 and will be conducting reclamation activities during the next <br />permit term. The mine is located in Montrose County, 1.7 miles northwest of the Town of Nucla. <br />The mine area is located in the USGS 7.5 minute Nucla Quadrangle map. <br />All or portions of the following: <br />Sec 6 T46N, R15W: W 1/2 NE'/4; W'/2 SW'/4 NE'/4; NW 1/4; <br />N%2NE1/4SW 1/4;N%2SE1/4;N%2SE1/4SE1/4 <br />Sec 31 T47N, R15W: SW 1/4 <br />Sec 1 T46N, R16W: N %2 NE 1/4 NE 1/4; NW 1/4 NE 1/4; NW 1/4 SE 1/4 NE 1/4; <br />NE 1/4 NW 1/4; N 1/2 SE 1/4 NW 1/4 <br />Sec 36T47N, R16W: SW 1/4; SE 1/4 <br />Sec 25 T47N, R16W: SW 1/4 <br />The total permit acreage for the New Horizon Mine area is 916.79 acres. <br />
