3. The diversity (forage quality) standard for the irrigated pasture and dryland pasture
reclaimed areas requires that:
At least 75% of the relative production will be comprised of seeded species or
species of comparable quality as livestock forage. State listed noxious weed
species and all annual and biennial plants will not be counted towards the
revegetation success standard for irrigated pasture cover or production in any
reclaimed or reference areas.
The cropland area seed mix consists only of alfalfa; therefore, no diversity standard
is proposed.
G. The reference areas will be utilized to determine revegetation success in a manner that
the Division finds acceptable 4.15.7(4)(a).
H. Prime Farmland Irrigated Cropland production success demonstration will be based on
comparison of minimum 3 year average crop production to a technical standard
developed in consultation with NRCS, in conformance with the requirements of 4.25.5.
XII. Post -Mining Land Use
B. The predominant pre -mining land uses were related to irrigated agriculture, grazing, and
related support facilities. Approximately 85% of the permit area was irrigated
agriculture. The remaining 15% was composed primarily of sagebrush rangeland, with
smaller inclusions of abandoned farmsteads and facilities. The pre -mining land uses are
discussed in Section 2.04.3 of the permit and shown on Map 2.04.3.The proposed post -
mining land uses are combined with the revegetation in Section 2.05.4(2)(e) and shown
on Map 2.05.4-5.
The Division is proposing to approve the post -mining land uses of irrigated pasture,
irrigated cropland and dryland pasture (4.16.1 and 4.16.3).
XIII. Protection of Fish, Wildlife and Related Environmental Values
Fish and wildlife habitat is not a planned post -mining land use.
XIV.Protection of Underground Mining
This section does not apply to the New Horizon Mine.
XV. Subsidence Control
This section does not apply to the New Horizon Mine.
29
