d. Species diversity will consist of at least five (5) native perennial herbaceous <br />species, four (4) native cool season grasses, and one (1) native forb having a relative <br />cover or production equal to or greater than 3 percent each, but combined will not <br />exceed 90 percent in relative cover or production and no one of the five species <br />exceeding 60 percent in relative importance. Also, at least two (2) native shrub <br />species will be established with no one species exceeding a relative density of 80 <br />percent. <br />Bowie No. 1 West Mine <br />a. Total vegetation ground cover will be equal to or exceed 60 percent. <br />b. Total above -ground herbaceous production will be equal to or exceed 450 pounds <br />per acre. <br />Woody plant density is same as above. <br />d. Species diversity is same as above. <br />Loadout Facility <br />Originally, this facility was to be reclaimed back to orchard lands, specifically to apples, <br />peaches, and some cherries. However, the currently approved plan is to reclaim the <br />disturbed area to cropland. As such, the area will be evaluated for herbaceous production <br />only when determining revegetation success, as detailed in Volume 7 of the permit <br />application package. Revegetation efforts at the loadout will be considered successful <br />when production sampling data from the loadout area indicates that production is not less <br />than 90% of the Barnes Property reference area sampling with 90% statistical confidence. <br />The operation is found to be in compliance with the requirement of this section. <br />XII. Postmining Land Use - Rule 4.16 <br />The discussion of land use maybe found in Volume 1 under Section 2.04.3 and Section <br />2.05.5 of the PAP. A land use appendix is located in Volume 9 along with Map No. 9-1, <br />Land Use Information Map of the PAP. <br />The Division hereby approves the p o straining land uses of the operation. It was determined <br />that grazing for both livestock and wildlife for the Bowie No. 1 West Mine and the bench <br />areas at the Bowie No. 1 Mine, and cropland use for the storage silos, truck dump, train <br />loadout areas, and the railroad spur meets the requirements of Rule 4.16 and 2.07.6(2)(1). <br />XIII. Protection of Fish, Wildlife and Related Environmental Values - Rule 4.18 <br />T he fish and wildlife resources sections of the application can be found in Section 2.04 of <br />Volume 1, and in the Wildlife Appendix, Volume 9A of the PAP. The Fish and Wildlife <br />Mitigation Plan can be found in Section 2.05 of Volume 1 of the PAP. <br />34 <br />
