15 March 2018 C-1981-028/Keenesburg Strip Mine RAR <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 5 <br /> <br /> <br />ROADS Rule 4.03 <br />Construction 4.03.1(3), 4.03.2(3); Drainage 4.03.1(4), 4.03.2(4); Surfacing and <br />Maintenance 4.03.1(5) and (6) 4.03.2(5) and (6): <br />o Roads in and around the facilities were in good condition and appeared to function <br />adequatel y. <br />o No fugitive dust was being generated at the time of inspection. <br />o No evidence of water movement or areas of standing water were observed. <br />o The road along the dugout pond was prepared for grading. <br /> <br />HY DROLOGIC BALANCE- Rule 4.05 <br />General Requirements 4.05.1; Effluent Standards 4.05.2; Divergence and Conveyance of <br />Overland Flow 4.05.3; Diversions 4.05.4; Sediment Control Measures 4.05.5, 4.05.6; <br />Discharge Structures 4.05.7; <br />Impoundments 4.05.9; Ground Water <br />Monitoring4.05.13; Underground <br />Mine Entry 4.05.10; Surface and <br />Ground Water Monitoring 4.05.13; <br />Stream Buffer Zones 4.05.18: <br />o Sediment pond 2 and the Dugout <br />pond held a small amount of ice. <br />o Last season’s stands of cattails <br />persisted in both ponds. <br />o Banks appeared vegetated and <br />stable. <br />o No offsite impacts were noted at <br />the time of inspection. <br /> <br />Photo2: Sediment Pond #2 holding a small amount of ice. <br />TOPSOIL - Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4), Storage and Protection 4.06.3, Redistribution 4.06.4: <br />o No problematic soil <br />movement was observed on <br />topsand piles. <br />o Overall, topsand piles <br />appeared stable and shaped to <br />the angle of repose, with last <br />year’s dry vegetation holding <br />the soil. <br /> <br />Photo 3 (right): Western side of <br />topsand pile, located at east end of <br />site. <br /> <br /> <br />
