NOTICE OF PROPOSED DECISION The Colorado Division of Reclamation, Mining and Safety proposes to approve Technical Revision Ap- plication No. 118 (TR -118) for the Colowyo Coal Mine (Permit No. C-1981-019), submitted by Colo- wyo Coal Company L.P.. TR -118 proposes tempora- ry access roads to support development of the Col- lom Pit, a revised haul raod configuatoin from the Collom Pit, a redesign of the Section 26 Pond and associated sediment control ditches, new topsoil stockpile locations, a communications building, and an updated cumulative bond schedule in Exhibit 13C. The Colowyo Coal Mine is a/an surface coal mine located in Moffat, Rio Blanco County, approximately 28 miles S of Craig, Colorado. Coal interest is federal, state and private, and the surface affected is federal, state and private land. The permit area encompasses approximately 27,529.24 acres. This proposed decision is based on a finding that the proposed operation will comply with all require- ments of the Colorado Surface Coal Mining Recla- mation Act, Section 34 33 101, at seq., C.R.S., and the regulations promulgated thereunder. Copies of the proposed decision, including stipula- tions, are on file for public inspection at the Colorado Division of Reclamation, Mining and Safety, Room 215, Centennial Building, 1313 Sherman Street, Denver, Colorado 80203. Per- sons with an interest that may be adversely affect- ed by the proposed decision may request a formal hearing before the Mined Land Reclamation Board on the proposed decision. Such request must be made within ten (10) days of the initial publication of this notice, must be in writing, and must state with reasonable specificity the reasons for the re- quest and the objections to the proposed decision.
