Implement the reclamation plan as described for the Proposed Action to further reduce the potential for <br /> wind erosion and surface disturbance dust emissions. <br /> HAZARDOUS OR SOLID WASTES: <br /> The operator shall take care to ensure that no oil or fuel is discharged onto the pit floor during fueling or <br /> normal equipment operations.Any spills or discharges shall be immediately reported to the BLM, <br /> followed by prompt cleanup and remediation. <br /> PLANTS: INVASIVE, NON-NATIVE SPECIES: <br /> The Grand County Natural Resources Department(GCNRD) controls the Inspiration Point Pit invasive <br /> weed populations by applying herbicide 2-3 times annually.With an expansion of less than 1 acre per <br /> year, GCNRD will have the capacity to continue their annual treatment schedule. <br /> Overburden stockpiles shall be seeded with the mix described in Appendix B to reduce topsoil erosion <br /> and to provide competition for invasive plant populations. <br /> The County will coordinate with the KFO weeds coordinator in the use of weed free seed, weed free hay <br /> or mulch to prevent the establishment of noxious weeds. <br /> PLANTS:VEGETATION: <br /> Seed the project area with a native seed mix(see Appendix B) upon reclamation. <br /> VISUAL RESOURCES: <br /> Design and construct topsoil storage and boundary berms to mimic the surrounding area and alluvial fan <br /> ridge.The northern and western berms shall connect in the northwest corner of the project area.The <br /> northern aspect of the northern berm shall be contoured to a gradual slope and rolling crest.The <br /> northern berm's eastern terminus shall tie into the existing eastern slope and be formed to gradually <br /> curve from a northern to northwest aspect as it connects to the existing eastern slope to reduce the <br /> appearance of irregular shapes and lines.The northern berm should be greater in height towards the <br /> eastern terminus and gradually reducing in height towards the west, mirroring the alluvial fan ridgeline <br /> within the expansion area. <br /> All topsoil storage and boundary berms shall be seeded with native grass species to reduce the contrast <br /> in color and to blend in with the surrounding landscape. <br /> Rocky Mountain juniper(Juniperus scopulorum) shall be planted at the base, midslope, and atop the <br /> rolling crest of the northern aspect berm to mimic vegetation distribution of the alluvial fan ridge; with <br /> vegetation being sparse along the western base and midslope areas and becoming more dense along <br /> the eastern rolling crest.Yearly monitoring would determine if any additional plantings are needed on <br /> the western boundary,western aspect topsoil storage, and boundary berms as pit expansion occurs. <br /> To limit visibility, piles of vegetation to be stored for reclamation efforts or burned shall be placed in one <br /> of the following areas:the eastern portion of the authorized area, behind constructed topsoil storage, <br /> behind boundary berms within the southern half of the expansion area,or behind boundary berms <br /> within the existing gravel pit. If piles are to be stored behind topsoil storage or boundary berms,the <br /> heights of such piles shall be lower than the berms to limit visibility to the casual observer. <br /> Page 3 of 9 <br />
