Welt <br />Environmental Engineer III <br />kwelt(cDa rchcoal.com <br />phone: 970 929 2238 RECEIVED <br />MAR 2 9 2018 <br />Division of Reclamation, <br />Mining & Safety <br />Re: Mountain Coal Company, LLC, West Elk Mine; Permit No. C-1980-007; Permit <br />Revision No. PR -15; Permit Boundary Expansion, Proposed Area of Projected <br />Longwall Panels, and Proposed MVB Sites. <br />Dear Mr. Simmons: <br />Mountain Coal Company, LLC (MCC) submits three copies of the attached application form, <br />proposed public notice, revised Maps 1, 1A, 2-5, 8-23, 31, 34, 37, 40, 42, 50-52, 66 and 67, <br />revised Exhibits 2A, 55B, and 60E, new Exhibits 19E and 71A, a new proposed MVBs map, and <br />revised permit text pages 2.02-1, 2.03-8, 2.03-9, 2.04-23, 2.04-24, 2.04-28, 2.05-3, and 2.05-4 <br />in application of Permit Revision No. PR -15. This revision is to expand the permit boundary to <br />the south to encompass most of MCC's existing Mt. Gunnison Fuel Company fee coal lease and <br />modified federal coal lease Nos. COC -1362 and COC -67232 in that area. Also included in this <br />revision are the projected area of planned longwall panels (based on exploration conducted to <br />date) and proposed mine ventilation boreholes for those panels. <br />Approximately 200 acres of the modified federal coal leases were already within the current <br />permit boundary, so this revision adds about 1,520 acres of federal lands and minerals and <br />about 1,100 acres of private surface and fee coal to the permit area. The affected area is <br />increased by approximately 630 acres with about 350 acres on federal lands (including about 18 <br />federal acres within the current permit area, in addition to the 20 federal acres already included <br />per TR -144), and 280 acres of private (MCC) surface within the current permit area (with about <br />13 acres in addition to the 30 acres already included per TR -144.) <br />The area of projected longwall panels is based on exploration conducted to date.
