Cunningham r""A'AND SAFeTy
Colorado Division of Reclamation Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203
RE: Empire Pit
Reclamation Permit No. M-1977-534
Dear Mr. Cunningham,
Golden has revised Technical Revision#3 (TR03) in response to the Division's adequacy review and
comments received by the landowner. The substance of the revision—excavation and replacement of
soils in the area that lacks adequate revegetation—remains the same.
Per the recommendations in the attached report, Golden will excavate the project area 2.5 feet. A
capillary barrier will be placed in the bottom 6 inches of the excavation. The materials used for the
capillary barrier will be based on soil samples collected in the spring after the ground thaws. Testing
results and a description of the capillary barrier selected will be submitted to the DRMS by July 1, 2018.
Above the barrier, a 2 foot layer of subsoil would be placed and covered with a minimum 6 inch layer of
topsoil. The topsoil and subsoil would be tested by the CSU soil testing lab and results would be
submitted to the DRMS. Golden expects work to be complete by October 1, 2019.
A new seed mix that is more tolerant of alkalinity and salt conditions is proposed for the area. Please
see the attachment for details.
Please contact me at abeierle@cityofgolden.net or 303-384-8153 if you have any questions or require
additional information.
Sincerely,
Aav;L—
Anne Beierle, Deputy Director
Public Works Department
