Exhibit D — Reclamation Plan <br /> Todd Creek Village Metropolitan District is expanding the Signal Reservoir No. 1 for purpose of <br /> increasing the amount of water that can be stored within the reservoir. <br /> The proposed basin will be excavated below the current bottom of the existing reservoir. Once <br /> completed, TCVMD will completely fill the excavated area with water for long-term storage and <br /> use as irrigation water throughout the district. TCVMD intends to develop and operate this <br /> expanded reservoir as a key permanent piece of infrastructure for the District. <br /> Since the entire permit area will be filled with water and utilized as a permanent reservoir no <br /> vegetative cover will be established within the affected land boundary. <br /> All external slopes will be constructed at 3H : 1V configuration to ensure stability and safety. <br /> The map in Exhibit E-2 Reclamation Plan illustrates the planned reclamation of the excavation <br /> and permit area. <br /> Signal#1 Reservoir Expansion- 111 Special Operations Permit Application <br /> March 22,2018 14 <br />
