Overview <br /> Todd Creek Village Metropolitan District (TCVMD or District) has prepared this application for a <br /> Division of Reclamation and Mine Safety (DRMS) 111 Special Operations permit for the purpose <br /> of expanding their existing Signal No. 1 reservoir, located in northern Adams County, Colorado <br /> (Vicinity Map and Exhibit A). The expansion will comprise deepening of the reservoir by <br /> excavating approximately 40 feet of inert clay material and bedrock from the bottom of the <br /> current facility and establishing a pump station for distribution of stored water. The proposed <br /> affected land of 29.72 acres lies entirely within the footprint of the existing reservoir. <br /> Material removed from the reservoir during the planned expansion will be used outside of the <br /> permit area. A portion will be permanently placed on other portions of the property owned by <br /> TCVMD, a portion will be used in the planned renovation of the existing dam and the remainder <br /> will be permanently placed on an adjacent property as inert fill. None of the material <br /> excavated will be sold for commercial projects or leave the site via public roads. <br /> Construction of the planned expansion is expected to begin in summer 2018 and be completed <br /> within approximately one year by the end of spring 2019. <br /> Todd Creek Village Metropolitan District, established in November 1996, is a sanctioned water <br /> district that provides service within a twenty (20) square mile area including portions of <br /> northern Adams County and southern Weld County (Figure 1 below). The District provides <br /> water for residential, commercial, industrial and irrigation uses through a two-pipe system that <br /> separates irrigation water from treated potable water. <br /> The District was organized pursuant to the provisions of Title 32,Article 1, Colorado Revised <br /> Statues, as amended ("The Special District Act"), by order of the District Court in and for Adams <br /> County, Colorado. Organization of the District was preceded by the approval by the Board of <br /> County Commissioner of Adams County of a Service Plan for the District. <br /> The Signal Reservoir complex consists of three storage reservoirs. These include Signal <br /> Reservoir No. 1. Signal Reservoir No.2 and the Marcus Reservoir. All are adjacent to one <br /> another and are located within the same parcel of property. This complex provides irrigation <br /> water to District customers. TCVMD purchased the Signal Reservoir complex from the City of <br /> Westminster in 2008. TCVMD owns all the land, water rights and water storage rights <br /> associated with these reservoirs. Water needed for the operation of these reservoirs is <br /> supplied from the Signal Ditch adjacent to the property and from the South Platte River via <br /> multiple pipelines. <br /> Signal Reservoir No. 1 was originally constructed in 1890 for the purpose of storing water for <br /> irrigation.
