Randall, Executive Director | Virginia Brannon, Director 1313 Sherman Street, Room 215 Denver, CO 80203 March 22, 2018 Howard Strand Office of Surface Mining Western Region 1999 Broadway, Suite 3320 Denver, CO 80202 Re: Trapper Mine (Permit No. C-1981-010) Technical Revision Application No. 120 (TR-120) 2017 Annual Report, Appendix W Dear Mr. Strand: The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34, Article 33, Section 118, Paragraph 3, of the Colorado Revised Statutes, that on March 22, 2018, an application to revise coal mining operations at the Trapper Mine was considered complete for the purposes of filing. All review and comment periods as provided in the Act and the Regulations initiate from this date of filing. Annual Reclamation Report for reclamation completed in 2017. Inclusions comprise the Reclamation Map (map1), developed from aerial imagery obtained in autumn of 2017. The map shows pit advancements, reclamation performed during 2017 for all areas under bond and depicts the extent and location of disturbed acres, graded acres, topsoiled acres and perennial seeded acres for the year; as well as a historical account of all previous reclamation. Trapper disturbed 27.5 acres in L Pit. 44.0 acres in Z Pit were backfilled and graded to approximate original contour, topsoiled, and seeded. The applicant is not proposing additional surface disturbance outside of the area currently approved for disturbance. The surface coal mining operation is on land located approximately 6 miles Southwest of Craig, Colorado. The permit area is further described as follows: Township 5 North, Range 90 West Section 5 All Portions of Sections 6, 8 and 9
