Dear Ms Pineda:
On behalf of Brannan Sand & Gravel, the following is our request for a Technical Revision to
the permit for Brannan Pit #29 (Pit #29), which is an active 112(c) operation that mines sand and
gravel.
Background
Pit #29 is a slurry wall mine that will be used for water storage. The slurry wall was constructed
in 2003 and 2004. Subsequently, a slurry wall was installed at the Stagecoach Pit across Old
Brighton Road from Pit #29 (Figure 1). Following'the installation of the slurry wall at the
Stagecoach Pit, homeowners in the vicinity, specifically near Zigan Lake; began experiencing a
rise in ground water levels. As a result, an inspection was performed by DRMS on February, 5,
2010. In the inspection report on Pit #29, Brannan was instructed to submit a. Technical Revision
for a ground water level monitoring'plan.
Proposed Ground Water Monitoring Plan
Following the construction of the slurry wall at Pit #29, a leakage test was conducted in 2006 for
the southern cell. Integral to this testing, monitor wells were installed surrounding the south cell.
Three pairs of wells were installed; -one well inside the slurry wall and a twin outside the wall.
The locations of the wells are shown on Figure 1. Also attached are the well completion reports
for the wells outside the slurry wall, MW -1 OUT, MW -2 OUT, MW -3 OUT. During the leakage
test water levels were recorded in the monitor wells.
We propose to inonitor levels in the three wells outside -of the slurry wall on a quarterly basis
beginning with the second quarter of 2010. As requested by DRMS, the data for each quarter
will be submitted by the end of the month that follows the end of the calendar quarter.
