The revision was submitted by Mountain Coal Company, LLC. All review and <br />comment periods as provided in the Act and the Regulations initiate from this date of filing. <br /> <br />Technical Revision 145 proposes to add three new Mine Ventilation Boreholes (E8-1, -2 and -3), <br />on two new pads (E8-1&2, and E8-3) in order to accommodate the previously approved extension <br />of longwall panel E8 to the East. The disturbance associated with the proposed pads will be up to <br />1.7 acres. The proposed new pad locations will necessitate new road segments totalling <br />approximately 2,970 feet. Additionally, a previously approved segment of road of 1,145 feet will <br />be eliminated. A running width of 14 feet is assumed for all road segments. The total new <br />disturbance proposed with TR-145 is 2.7 acres. The applicant is proposing additional surface <br />disturbance outside of the area currently approved for disturbance. <br /> <br />The underground coal mining operation is on land located approximately 9 miles East of Paonia, <br />Colorado. The permit area is further described as follows: <br /> <br />All or portions of: Sections 9 through 36 (inclusive), Township 13 South, Range 90 West; Sections <br />23 through 26 (inclusive), Township 13 South, Range 91 West; and Sections 1, 2, 3, 4, 8, 9, 10, 11,
