XF " I <br /> Transit Mix Concrete Co. <br /> RESPONSE TO ADEQUACY REVIEW No. 2 <br /> Hitch Rack Ranch Quarry, M-2017-049 <br /> DRMS COMMENTS—AMY ESCHBERGER <br /> EXHIBIT C <br /> 1) Please specify the minimum distance that will be maintained between the toe of the F1 <br /> backfill pile and the proposed affected land boundary. <br /> Response: The toe of fines stockpile F1 will be a minimum of 330 feet from the affected land <br /> boundary while being placed and a minimum of 340 feet from the affected land boundary when <br /> reclaimed. These distances were measured from the toe of the fines stockpile down the stream <br /> channel (north-northeast) to the affected lands boundary. The affected lands boundary is <br /> approximately 50 feet from the toe of the fines stockpile in a lateral and uphill direction from the <br /> toe of the stockpile. <br /> 2) Please specify the maximum height of highwall at final reclamation extending above the F2 <br /> backfill area. In Item No. 33 of the Preliminary Adequacy Review, the Division asked for the <br /> maximum length, for which you provided an answer. Please complete the description of the final <br /> highwall configuration by specifying the maximum height of highwall which will extend above <br /> the backfill. <br /> Response: The entire length of the remaining highwall has fines placed against it either as F2 or <br /> F3 to reduce the highwall height. The maximum remaining highwall has a height of 440 feet <br /> from the pit crest to the top of the backfill placed in fines stockpile F2. Approximately 150 feet <br /> of fines material will be placed in this area to reduce the highwall height from 590 feet to 440 <br /> feet. Much of the remaining highwall height is also reduced by leaving access ramps in the <br /> highwall to provide wildlife ingress and egress. <br /> 3) The applicant's response to Item No. 34 of the Preliminary Adequacy Review stated the B-B' <br /> cross-section on Figure C-11 was revised to indicate the creek location, and the groundwater <br /> level at the creek was revised to match the creek elevation. However, the only revision to the <br /> cross-section is to the left portion of the generalized water level, where it was raised above the <br /> pit floor elevation. Please explain and/or make any necessary corrections. <br /> Response: Figure C-11 has been revised to include the creek location. This cross-section shows <br /> a discrepancy between the topography and the creek location. Transit Mix had the creek and <br /> road surveyed by a licensed surveyor; however, the topography is from the El Paso County data <br /> clearinghouse based on a LIDAR flight. The discrepancies between the two data sources are <br /> likely the result of the LIDAR limitations, topographic changes between the LIDAR flight and <br /> the present (i.e. flooding and road work).
