Mr. Volosin:
On March 14, 2018 the Division of Reclamation, Mining and Safety (DRMS) received your Special 111
Construction Materials Reclamation Permit Application package for the Front Range Feed Lot 2, File
M2018-011. Preliminary review of the information received determined that the following items must be
received before the Division can consider your application as being submitted and technical review can
begin:
FINANCIAL WARRANTY (Rule 4.2.4): You must provide a properly executed financial warranty in
the amount of $51,014. The amount was calculated using the direct costs provided in the application
see attached CIRCES cost breakdown. As previously discussed, 111 permits cannot be amended
and DRMS considers this to be a new permit application. Therefore, a new reclamation bond for the
full amount required must be provided. DRMS cannot accept an increase rider to a bond provided
for a different, previous permit.
Application Fee: DRMS cannot call the application complete for review until the application fee of $898.00
is received.
Application Form: The application form was incomplete as submitted. Lines 3 (permitted acreage), 13,
and 13.1 (start and end dates for operation) were left blank.
Exhibit J -- Notice to County Commissioners: The proof of notice to the Weld County
Commissioners was not included with the submitted application.
Your application will not be considered filed until all the information listed above is received and found
sufficient to begin our review. A decision date will be established 15 days from the date of receipt of all
of the requested information.
You have sixty (60) days from the above date to submit all necessary documents that the Office needs for
an application to be considered filed. If, at the end of the sixty day period, the application has not been
