STORMWATER <br /> MANAGEMENT PLAN <br /> HORTON'S BORROW <br /> WELD COUNTY, <br /> COLORADO <br /> PART I-SITE DESCRIPTION <br /> This plan describes the stormwater management activities planned <br /> during the opening, operation and closing of a construction materials <br /> borrow site located at 31834 County Road 34, Weld County, <br /> Colorado. <br /> Specifically, the borrow site consists of 12 acres located in the <br /> Section 27, Township 6 North, Range 65 west of the sixth principal <br /> meridian, Weld County, Colorado. <br /> A. Description of Construction Activities <br /> Operations at this site will require salvaging of topsoil materials and <br /> creation of a perimeter berm, construction of a haul road, excavation <br /> and loading of borrow materials into transporting units for delivery to <br /> an off-site project, and upon completion of the excavation—final <br /> grading of the excavation slopes, replacement of the salvaged topsoil <br /> on the disturbed areas, application of corn stalk mulch, fertilizer, <br /> seeding mixture and straw mulch. <br /> The construction activities at the Front Range Feedlot Borrow 2 are a <br /> one-time occurrence. They will begin March, 19 2018 and will be <br /> complete by late May 31 ,2018. Reclamation will immediately follow <br /> the completion of the construction activity. <br /> B. Sequence of Major Activities <br /> The anticipated sequence of construction activities is as follows: <br /> • Salvage six inches of topsoil from borrow area and on-site haul <br /> road and place in compacted perimeter berms around the area of <br /> excavation. <br /> • Grade and construct on-site haul road to connect borrow area to <br /> existing on-site network of improved, heavy duty roads. <br /> • Evaluate the entrance/exit where the existing improved <br /> property road joins paved Weld County Road 66. This <br /> evaluation will determine if a vehicle tracking control pad <br /> needs to be constructed at this existing connection. <br /> • Perform excavation of borrow materials and direct load <br /> them into tractor-trailer units for transporting to an off-site <br />
