However, when reviewing Exhibit 7-23 Figure D4, the designs show the temporary access roads as
graveled. Please update Exhibit 7-23 Figure D4.

6. In proposed Exhibit 13C, there appears to be table numbering duplication as well missing table
numbers associated with the exhibit. Table 13C-13 has been associated with two diff erent tables and
Table 13C-24 has been associated with three different tables. Please provide a reasoning for this or
update the Table numbering.

7. Table 13C-3 has been excluded from Exhibit 13C. Discussion on page 3 states Tables 13C-1 through
13C-6 present required items and associated volumetrics to reclaim the Collom Haul Road. Not
included in this is Table 13C-7 Revegetation Requirements for the Collom Haul Road . It appears to
the Division that a numbering shift may have happened with the tables. Please either update the
Tables or the discussion referring to the Collom Haul Road tasks.

8. Proposed Topsoil Pile 36A has been included in the cumulative bond schedule, Exhibit 13C. When
reviewing proposed Map 28C – Topsoil Handling, all topsoil associated with proposed Topsoil Pile
36A is to be stripped and placed back to the dated mining block of 2022 – 2024. However, as
discussed with the pending Renewal No. 7 process, the Division will be bonding for all disturbances
associated with current disturbances as well as up to the current permit term (years 2017 – 2021)
with pending Renewal No. 7. Please provide the Division additional explanation for the inclusion of
Topsoil Pile 36A within Exhibit 13C.

9. On proposed page 13 of Exhibit 13C, discussion states that the provided information is through the
end of year 2020. Similarly to Item 8 of this letter, the Division will be bonding for all disturbances
associated with current disturbances as well as up to the current permit term (years 2017 – 2021)
with pending Renewal No. 7. The Division feels that the differing dates can lead to confusion with
the reclamation cost estimate with no defining disturbance limits associated with 2020 within the
Colowyo PAP. Please provide defining disturbance limits for the disturbances associated with the
proposed activities within Exhibit 13C.

10. Please include the Haul Road Crossing within Exhibit 13C.

11. The Division is currently having internal network issues which isn’t allowing the Division to
generate an updated reclamation cost estimate. The Division will provide this estimate to Colowyo
with a future adequacy letter as soon as possible.

If you have any questions, feel free to contact me at any time.

Sincerely,
