Ms. Tonya <br />Hammond of Snowcap Coal Company, LLC, met the inspector on site and accompanied the inspection. The mine <br />is a reclaimed underground mine that has gone through several bond releases. As such, no personnel or facilities <br />remain on site. <br />The weather was clear and dry.The temperature was 45 degrees F. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Surface Water <br />Monitoring 4.05.13; Stream Buffer Zones 4.05.18: <br /> Although the site is dry, due to recent non-mining on the ground activity by a land owner, The inspector <br />hiked to the Rapid Creek irrigation canal headgate to assure that water was not being diverted. The headgate <br />remains closed and locked, Water was not being diverted from Rapid Creek at this location, at this time. Two <br />locks are on the headgate. <br />The area has been very dry. Only occasional small patches of snow remain on the permit area in shady spots. <br />SAEs remaining in the permit area are functioning well. All drainage off the reclaimed parcels appears to be <br />managed. No problems were noted. <br />The landowner of the SE 1/4 of Section 34 has dug trenches on his property, apparently with a backhoe. These are <br />very rough excavations approximately 2 feet deep and 4 feet wide. No topsoil was salvage prior to creating this <br />non-mining related disturbance. The material below the topsoil is very rocky with albic (white) layers intermixed <br />in the strata. This trench begins east of the tree trunk storage area, extends northward to the historic rock wall. <br />Then the trench turns westward and follows the rock wall to approximately 40 feet east of the boundary with Mr. <br />Carey's property. Some of the excavated material has been placed against the rock wall. The trench was <br />interrupted in two locations, 1) under the power line, and 2) over the Ute Water line. There were no signs of
