Prior to the installation of the slurry wall the average groundwater elevation <br /> ' for monitoring well MW-2 was 5035.96 feet(5.63 feet below ground surface);well MW-3 was <br /> 5,037.69 feet(10.58 feet below ground surface); and well MW-I I was 5,036.9 feet(2.63 feet <br /> below ground surface). <br /> The Permanent Plan proposes setting the invert elevation of the two 18-inch ADS pipes at ground <br /> surface, at an elevation of 5,038.8 feet in the Bull Seep. The Permanent Plan appears to address <br /> ' surface water at an elevation which is significantly higher than the average pre-mining/pre-slurry <br /> wall groundwater elevation observed in monitoring wells MW-2, MW-3, and MW-1113. <br /> Therefore, the proposed Permanent Plan fails to minimize the impacts to the prevailing <br /> groundwater system as required by C.R.S. 34-32.5-116(4)(h), Rule 3.1.6 and the corrective <br /> actions of Violation No. MV-2015-003. <br /> ' Pursuant to C.R.S.34-32.5-116(4)(h),Rule 3.1.6,and the Board Order,please provide a Permanent <br /> Plan that will lower the groundwater elevation along the eastern portion of the Hazeltine Mine to <br /> an elevation that matches or closely mimics the average pre-mining/pre-slurry wall groundwater <br />
