2009 letter signed by Robert Barnes located in Exhibit 14.
As the pasture matures it will be commercially cut and bailed
which will help determine the crop yield.
Irrigated Havland - Sampling Methods:
Rule 4.15.9 allows that only production will be evaluated for
cropland for determinations of vegetative success. Therefore,
for the irrigated hayland reclaimed area and the reference area,
total herbaceous production will be evaluated. Production plots
will be randomly placed in the reclaimed area and clipped. Due
to the herbaceous nature of the crop, production plots will be
114 meter2 in size (112 meter by 112 meter). All current annual
herbaceous production within the volumetric vertical projection
of each quadrat will be clipped, separated according to life
form, and bagged. The three life forms will include perennial
species, annual species, and noxious weeds. All production
samples will be oven -dried at 110 degrees Fahrenheit to a
constant weight. For bond release, enough samples will be
collected to achieve sample adequacy. Sample adequacy
calculations will be based on total herbaceous production. The
success comparison will be based on total herbaceous, non -
noxious, perennial production.
Vii- Soil testing plan for evaluation of the results of topsoil handling
and reclamation procedures.
The site construction occurred before rules requiring the
salvage of topsoil were promulgated. Available topsoil will be
re -distributed over the re-contoured site. David Dearstyne with
the USDA and Jim Sharkoff, State Conservation Agronomist,
USDA, NRCS, provided some recommendations regarding soil
amendments to improve the soil for reclamation. Mr.
Dearstyne's and Mr. Sharkoffs e-mails are incorporated into
the permit in Exhibit 14. The following discussion is partially
obtained from the two e-mails:
RN -07 2.05-27 02118
