Transit Mix Concrete Co. <br /> 444 E.Costilla Street,Colorado Springs,CO 80903 Office: (719)475-0700 Fax: (719)475-0226 <br /> Introduction• <br /> Transit Mix Concrete Company is proposing to construct a new crushed stone aggregate quarry <br /> in El Paso County, located approximately 15 miles south of downtown Colorado Springs. The <br /> site is located approximately 2 miles west of Colorado Highway 115 in the vicinity of Little <br /> Turkey Creek. The proposed quarry permit area will encompass approximately 399 acres of a <br /> 1,432 acre parcel known as Hitch Rack Ranch. Of the 399 permitted acres, only 239 acres will be <br /> affected by mining operations. <br /> Purpose: <br /> This Blasting Plan outlines the procedures and methods that will be used for all blasting work at <br /> the Hitch Rack Ranch Quarry. It is of utmost importance to Hitch Rack Ranch Quarry and <br /> Transit Mix Concrete Co. that all blasting activities be conducted safely and with minimal <br /> disruption. Only people who are trained and certified in the handling of explosives will be <br /> allowed to conduct blasting operations at the Hitch Rack Ranch Quarry. Access to all working <br /> areas and areas within the impact radius of each blast will be strictly controlled. Only qualified <br /> personnel will be allowed to enter the controlled area for the purpose of executing each blast. <br /> This Blasting Plan is consistent with the requirements of the federal Mine Safety and Health <br /> Administration ("MSHA") found at 30 CFR Part 56, Section 63: Control of blasting operations <br /> and Colorado Department of Labor and Employment, Division of Oil and Public Safety, <br /> Explosive Regulations 7 C.C.R. 1101-9. <br /> Included in this plan are: <br /> • Licensed Blaster <br /> • Blast Pattern Design and Drilling <br /> • Types of Explosives Used <br /> • Storage of Explosives <br /> • Dates and Times of Blasting <br /> • Transportation of Explosives <br /> • Loading of Explosives <br /> • Signage <br /> • Communications <br /> • Blast Area Clearing and Firing Procedures <br /> • Post Blast Inspection Procedures <br /> • Misfire Procedures <br /> • Blast Monitoring Procedures <br /> Copies of this Blasting Plan will be kept on file in the following locations: <br /> • Hitch Rack Ranch Quarry Administration Office <br /> • Aggregates Manager <br /> • Safety Director <br /> 3 <br />
