li
Transit Mix Concrete Co.
resolution. Regarding potential wildfires in the area,Transit Mix will have water tanks and earthmoving
equipment onsite which can be used to support firefighting efforts. The plant area and other areas of
the quarry will have sufficient area for a medical helicopter to land, thus improving the potential for
transport of a patient by helicopter. These emergency response aspects of the operation will be
addressed during the Special Use Permit process.
Other objection topics
Responses to comments on the geotechnical analyses are addressed in the attached document from
Norwest Corporation.
Objection: Claims the area is an important area of historical uniqueness and claims the area is
ecologically unique. A separate letter claims a stone oven is potentially eligible for the National Register
of Historic Places.
Response:This letter claims that the quarry area is historically unique; however, no details, evidence, or
supporting information are included with these claims. The archeological evaluations included in the
permit application categorized the historic artifacts on the property, and none are significant or require
preservation. These evaluations were performed by a qualified cultural resources company, and the
State Historic Preservation Office has reviewed the analysis and has not objected to the proposed
development.
Regardless, there is a stone oven which located near the edge of but within the affected lands boundary.
The oven is located in an area that is outside of the proposed disturbance, and Transit Mix will perform
all work in this area so that the oven will be preserved.
Objection: Current application is a "foot in the door" and they will likely apply to expand to the original
footprint. "One would have to look long and hard to find an example of an expansion denial."
Response:Transit Mix,through their permit application, is requesting development of the specific area
as described therein. Speculation regarding what may or may not happen has no bearing to the review
of the current application. The Division and Board must evaluate the mining plan as presented by their
rules and regulations, and the application submitted by Transit Mix has no plans to mine north of Little
Turkey Creek. Any attempt to expand north of the creek would require a permit amendment, which
will have the same notice and hearing requirements as a new permit. Other objectors' letters refer to
residents along Highway 115 preventing the expansion of the Menzer Quarry, confirming that expansion
of the quarry area is anything but guaranteed.
Objection: Transit Mix is spreading"incorrect and misleading information" by promising to close
Pikeview Quarry early and move the North Batch Station out of the city. The letter claims that Pikeview
Hitch Rack Ranch Quarry Response to Comments
March 9,2018 15
