7J <br /> o Transit Mix Concrete Co. <br /> Response: This comment is a land-use issue that is outside the jurisdiction of the Division and the Board <br /> and addressed by the County Special Use Permit process. These concerns are quite general and <br /> addressed in the responses to other comments. The El Paso County Parks Master Plan was updated in <br /> June 2013, and it does not include the project area as a Candidate for Open Space Lands. As discussed <br /> in the attached fragmentation analysis, residential development surrounding the project has <br /> significantly and detrimentally impacted habitat in this area,and due to the extent of habitat <br /> fragmentation,the quarry poses only an incremental disturbance. <br /> Objection: There are concerns related to potential impacts to cold water fisheries in Little Turkey Creek. <br /> This include changes in pH,temperature, chemistry,and/or sediment. The letter suggests there are no <br /> data provided on the presence or absence of heavy metals. <br /> Response: CPW has reviewed and commented on the permit, and their comments from CPW have not <br /> included any concerns regarding aquatic species. The riparian corridor will be protected throughout <br /> mining: a setback from the creek will be preserved throughout mining,the mining plan does not <br /> contemplate any chemicals for processing, no sulphides or other water degradation minerals were <br /> identified on the Ranch, and Transit Mix will at all times abide by an NPDES discharge permit. Also, <br /> Transit Mix has evaluated the site for threatened and endangered species,and there are none present <br /> and no suitable habitat present. <br /> The stormwater management network, shown in Exhibit G, is designed to contain sediment by following <br /> the EPCDCM guidelines and to discharge water at rates significantly lower than the inflow rates while <br /> following DWR rules and regulations. Operation of these structures will also be regulated by CDPHE and <br /> the NPDES discharge permit. <br /> The objection letter mentions steep slopes near creek,which are potential sediment sources. There are <br /> steep slopes near the creek, but these are the 100-foot buffer between the creek and the quarry <br /> operation. These are the existing native slopes that will remain vegetated and undisturbed and <br /> therefore they will not be sources of sediment loading.
