1V — fa
Transit Mix Concrete Co.
to residents of the Eagles Nest neighborhood considering the lack of traffic on Little Turkey Creek
Road.
• Transit Mix can close the road "without notice, whenever they see a need, at any time of the day,
for a minimum of 1 hour up to 24 hours" for blasting.
Response:As explained above, this statement is inaccurate, and this is not indicated in the permit
application. As the Blasting Plan clearly states,Transit Mix will conduct blasting operations up to
three times per week between the hours of 10:00 AM and 4:00 PM. The Blasting Plan also states
that a typical length for a blast is less than 30 minutes. Lastly, the Blasting Plan includes details on
notifications to nearby residents and emergency services providers;they will be notified 24 hours
ahead of a planned blast.
• Temporary closures of Little Turkey Creek Road during blasting operations will impact properties in
Eagles Nest subdivision,Turley property, and Bauer Ranch subdivision.
Response:This statement is incorrect as the roads to the Turley property and Bauer Ranch
subdivision will not be closed for blasting operations.
• "The invasiveness of the quarry into parts of Hitch Rack,Aiken Canyon Preserve, Beaver Creek
Wilderness study area, and Ingersoll Ranch..."
Response: This statement is inaccurate and exaggerates the quarry area. The Aiken Canyon
Preserve, Beaver Creek Wilderness study area, and Ingersoll Ranch are well outside the affected
lands boundary and will not be impacted by the quarry.
• "Erosion of publically used land erodes what makes this state a unique place to live."
Response: No public lands are directly impacted by the quarry. The entire operation will occur on
private land.
Lastly, many of the objection letters mischaracterize the concept of reclamation by implying or explicitly
stating that the site should be "restored". The rules and regulations governing mining activities in the
State of Colorado require reclaiming the site to a beneficial post-mining land use; wildlife habitat in this
case. No applicable statutes or regulations require restoration.
Objections related to water resources and the hydrologic balance
Objection: Impacts to the hydrologic balance will be more than minimal as research by other subject
matter experts indicates.
Response:These objection letters do not include facts or details supporting these claims. Impacts to the
hydrologic balance have been quantified in Exhibit G of the permit application package. Attachment G-2
discusses the groundwater systems in the vicinity of the quarry and then quantifies the minimal impacts
to the groundwater resources. Contrary to many of the objectors' letters, the groundwater assessment
demonstrates an understanding of the fractured flow system and addresses how there can be no
impacts to groundwater systems north of Little Turkey Creek or in the sedimentary aquifers east of the
"East Fault". Responses to comments on impacts to the hydrologic balance are included below and in
the attached memorandum from Hydro-Logic Solutions.
