Ve ^�n <br /> Transit Mix Concrete Co. <br /> 77) On page 1-1 of the proposed Surface Water and Groundwater Monitoring Program, the <br /> Applicant states the purpose of the monitoring plan is to characterize surface water and <br /> groundwater conditions prior to mining development, and that monthly surface water and <br /> quarterly groundwater monitoring will be conducted for a length of approximately 15 <br /> months. Please be advised, the Division will require the monitoring plan outlined in this <br /> application to be conducted for the life of mine or until a Technical Revision to modify the <br /> monitoring plan has been submitted to and approved by the Division. All surface water and <br /> groundwater monitoring data and results shall be submitted to the Division with the Annual <br /> Report. <br /> Response: Transit Mix anticipates that some form of groundwater and surface water <br /> monitoring will be required for the life of the operation. Following the completion of the <br /> baseline monitoring, Transit Mix anticipates submitting a Technical Revision to revise the <br /> monitoring requirements; any changes to the monitoring plan will be based on the initial <br /> 15-month data set. All groundwater and surface water monitoring will be provided to the <br /> Division with the Annual Report(s). <br /> 78) In the proposed Surface Water and Groundwater Monitoring Program, the Applicant <br /> proposes two wells for compliance groundwater monitoring, LTC-GW-1 (upstream) and <br /> LTC-GW-2 (downstream). Both of these wells were installed north of Little Turkey Creek. <br /> Please provide clarification on how these wells will effectively monitor for potential <br /> impacts to water quantity or quality caused by the quarry operations occurring south of the <br /> creek. <br /> Response: The fracture-controlled valley is actually the hydraulic boundary for <br /> groundwater, rather than the creek itself. Thus, a well installed near the creek, whether <br /> north or south, is representative of the creek valley hydrogeologic conditions. <br /> 79) Please be advised, approval of this permit application would not constitute final approval of <br /> the Applicant's proposed points of compliance for groundwater monitoring. The points of <br /> compliance will not be determined until after the Division has reviewed the 15-month <br /> characterization report for the site. <br /> Response: Transit Mix understands that the points of compliance will be determined <br /> following completion of the 15-month baseline data set. <br /> EXHIBIT H <br /> 80) On page H-5, the Applicant states that permits to install necessary culverts will be obtained <br /> prior to construction. Please be sure to include in Exhibit M all permits and licenses the <br /> Applicant holds or will be seeking to conduct the proposed mining and reclamation <br /> operations. <br /> Response: Permits required for culvert installation include the USACE 404 permit and El <br /> Paso County Special Use and Construction permits, which are listed in Exhibit M. <br /> Hitch Rack Ranch Quarry(M-2017-049) <br /> Response to Comments—March 9,2018 <br />
