Also please provide cross- <br /> sections of the proposed channel for each significant difference in grade, a profile of the <br /> channel, and conceptual drawings for the proposed discharge area. Will this channel <br /> require any riprap protection? <br /> Response: The drainage channel to be established at F2 to provide an open channel <br /> connecting the stockpile to the pit floor in preparation of final reclamation has been <br /> identified on Figures F-1 and F-2. Figures C-8 and C-9 are used to illustrate which areas <br /> are in the reclamation phase, not what type of final reclamation will be in place. Figure C- <br /> 9d has been added to provide cross-sections of the proposed channel for each significant <br /> difference in grade and a profile of the channel. A discussion of the channel has been <br /> included in Exhibits E and G. <br /> 46) On page D-13, Table D-3 includes affected lands by mining phase. According to this table, <br /> the operation will affect a total of 239.03 acres during life of mine, with no more than <br /> 164.51 acres of disturbed lands at any time that are not in reclamation. Please be advised, <br /> the Division considers all land disturbed by the operation to count toward the maximum <br /> disturbed area at any time, until it has been fully reclaimed in accordance with the <br /> approved reclamation plan. Therefore, based on the information provided in Table D-3, the <br /> maximum allowed disturbed area at any time by this operation would be 239.03 acres. If <br /> the operation wishes to propose a maximum disturbed area of 164.51 acres initially, this <br /> acreage must correlate with the cost estimate provided in Exhibit L. The maximum <br /> disturbed area may be increased at a later time through submittal of a Technical Revision, <br /> at which point, the required bond would be reevaluated. Please confirm the proposed <br /> maximum disturbed area for the operation, and commit to submitting a Technical Revision <br /> prior to disturbing any additional acreage. <br /> Response: The affected lands area is 239.03 acres, but much of the affected land is <br /> reclaimed contemporaneously with mining operations. Consequently, the maximum <br /> disturbed area at any time is 164.51 acres. This occurs at the end of Phase V. Transit Mix <br /> provided in Exhibit L reclamation costs for quarry development through the end of Phase <br /> III. The calculations in Exhibit L assume that no reclamation has occurred and that 159.92 <br /> acres of land are disturbed. Prior to starting Phase IV, Transit Mix commits to submitting a <br /> Technical Revision to provide an updated reclamation cost estimate for future disturbances; <br /> this updated cost estimate will consider existing and planned disturbances and consider <br /> areas that have been reclaimed. <br /> 47) On page D-14, the Applicant states the permanent plant (to be constructed in mining phase <br /> II) will be electric powered with power supplied by the local electric utility. Please be sure <br /> costs for removing any structures associated with the permanent plant are included in <br /> Exhibit L. Additionally, please include the locations of these structures (e.g., substation, <br /> power line poles) on the appropriate Exhibit C figure and/or Exhibit L figure.
