RULE 2 - PERMITS <br />2.05.6 Mitigation of the Impacts of Mining Operations <br />2.05.6 (1) Air Pollution Control Plan <br />SCCC will employ fugitive dust control measures as an integral part of all mining and reclamation <br />activities, as briefly described in Section 2.05.3, Operations Plan. SCCC submitted and obtained an Air <br />Emissions Permit for the proposed operations from the Colorado Department of Public Health and <br />Environment, Air Pollution Control Division (CDPHE-APCD). A copy of the approved emissions permit <br />is included in Exhibit 2.05.3-E3. <br />Fugitive dust control measures will include the following: <br />• Annual treatment of the haulroad, access road, and coal stockpile apron with Magnesium Chloride <br />unless wither or both roads are paved <br />• Periodic watering of unpaved roads and access areas <br />• Enclosure of conveyors and transfers <br />• Limiting vehicle speed in the permit area to 25 miles per hour <br />• Other applicable requirements of the CDPHE-APCD Permit <br />RN15-01 2.05-63 Revision 10/17 <br />
