RULE 2-PERMITS <br /> The baseline hydrologic information presented in Section 2.04.7, Hydrologic Description, of this <br /> permit application includes identification of surface drainages and general flow characteristics; <br /> information on corresponding peak flows and annual runoff volumes; identification of groundwater <br /> aquifer; and a general description of aquifer characteristics. The baseline hydrologic information <br /> forms the basis and serves as a reference for the ongoing hydrologic monitoring program, detailed in <br /> Section 2.04.7. The proposed operational monitoring network consists of 8 spoil spring locations, 15 <br /> ground water wells (4 overburden, 5 Wadge coal, 3 alluvium, and 3 spoil), and 6 stream locations. <br /> The locations of the monitoring stations are shown on Map 2.04.7-M1, Hydrology. Tables 2.04.7-T9 <br /> & 2.04.7-T9.1, Ground Water Monitoring Plan Summary, and 2.04.7-T11, Surface Water Monitoring <br /> Plan Summary, summarize the type and location of historic and existing monitoring sites. Tables <br /> 2.04.7-T10, Ground Water Analytical Parameter List, and 2.04.7-T12, Surface Water Analytical <br /> Parameter List, summarize the physical and chemical parameters to be measured. <br /> PSCM will continue surface and ground water monitoring activities after completion of reclamation <br /> operations to document restoration of pre-mining hydrologic characteristics. All surface and <br /> groundwater monitoring installations and associated structures and equipment will be properly <br /> installed, maintained, and operated to assure the accuracy and consistency of monitoring data. Surface <br /> water monitoring will be discontinued when untreated surface runoff meets applicable effluent <br /> limitations and the CDMG approves removal of drainage and sediment control structures. <br /> Groundwater monitoring wells will be abandoned and removed in accordance with applicable CDMG <br /> guidelines and permit commitments following CDMG approval to discontinue groundwater <br /> monitoring. <br /> Hydroloeic Protection and Reclamation Plans <br /> In order to minimize potential mining-related impacts to existing hydrologic systems in the permit and <br /> adjacent areas, PSCM has incorporated specific monitoring, operational, and mitigation measures into <br /> the mining and reclamation plans for the PSCM. These measures are based on historic and baseline <br /> monitoring information for the site, the experience of other nearby mining operations in controlling <br /> hydrologic impacts, applicable regulatory requirements, and the results of ongoing monitoring <br /> programs. Historic and baseline monitoring data have been used to characterize current hydrologic <br /> conditions including seasonal characteristics as described in Section 2.04.7, Hydrologic Description. <br /> During the operation of the mine, monitoring will be performed to determine if any mining-related <br /> impacts to the hydrologic balance have occurred and remedial actions taken, if necessary. The <br /> hydrologic monitoring plan is described in Section 2.04.7. Measures that may be taken to remediate <br /> any mining-related impacts to the hydrologic balance are addressed in the hydrologic protection plan <br /> below. <br /> As described in Section 2.04.7, Hydrology Description, PSCM researched existing information on the <br /> hydrologic environment of the permit and adjacent areas, as well as collecting supplemental <br /> hydrologic information in order to accurately characterize existing conditions and develop an overall <br /> understanding of hydrologic systems and relationships. The hydrologic protection plans have been <br /> developed with consideration of the resource values and relationships described in Section 2.04.7 and <br /> PSCM's plans for mining and related activities, as outlined in Sections 2.05.3, Operation Plans, and <br /> 2.05.4, Reclamation Plans. The plans, therefore, reflect site-specific conditions and the nature and <br /> extent of anticipated mining related impacts in order to assure effective compliance with the following <br /> applicable regulatory requirements and consistency with overall environmental objectives: <br /> TR09-16 2.05-93 10/25/16 <br />
