Box 1488 <br />Paonia, CO 81428 <br />RE: Bowie No.1 Mine, Permit No. C-1981-038 <br />Permit Renewal No. 7,2"1 Adequacy Review <br />Dear Mr. Bear, <br />The Colorado Division of Reclamation, Mining and Safety (the Division) has received <br />the Bowie No.] Mine's February 28, 2018 adequacy responses for the Permit Renewal <br />No. 7. The Division has completed reviewing the adequacy submittal and has the <br />following comments: <br />Rule 2.05.4 — Reclamation Plan: <br />7. The reclamation plan in Volume 7, for the Paonia Loadout, requires additional <br />information relating to the sequence of reclamation activities to occur at the site. Please <br />provide a narrative in section 2.05.4 detailing the process of reclamation activities to <br />achieve the post mining Iand use of cropland. Include the sequence of events <br />involving the reclamation of the structures, pads, roads and ponds that will be <br />removed prior to backfilling and grading. Please include details about if demolished <br />materials will be removed from the site and if concrete pads will be crushed and <br />buried or left in place and buried. <br />10. The Division received a letter from Steven K. Harper on November 29, 2017 regarding <br />the Farmers ditch culvert, the email was forwarded to BRL on January 10, 2018. In the <br />email from Mr. Harper, he stated; "The Company's position was that they did not consent <br />to a perpetual culvert in their ditch; their consent in 1977 was only for the period <br />consistent with mining activity..." How will the culvert be able to remain in place as <br />stated on p. 2.05-14?
