Colowyo Coal Company <br />2017 Annual Reclamation and Hydrology Report <br />SECTION 3 - QUARTERLY FILL INSPECTION REPORTS <br />RULE REQUIREMENT <br />RULE 2.04.13(2) <br />Rule 2.04.13(2) the Permittee may provide additional monitoring information as required <br />by the approved permit; <br />• Volume 5B of the mine permit, Exhibit 19, page I a-4, requires, "After <br />construction, the West Pit Fill will be monitored quarterly ..... and reports will <br />be submitted in the ARR." These reports are in Figures 3-1, 3-2 and 3-3. <br />• Volume 5B of the mine permit, Exhibit 19, page II a-4, in reference to Section 16 <br />Fill requires, "Monitoring reports and certified inspection materials are made <br />available during periodic inspections conducted by the Division but are only <br />submitted in the ARR." <br />• Volume 12 of the mine permit, Rule 4.09, in reference to both South Taylor Fills, <br />requires that "Inspections will be conducted at least quarterly during the <br />construction period." The reports, for East Taylor Fill only, are located in Figures <br />3-4 and 3-5. <br />GENERAL DISCUSSION <br />West Pit Fill: The West Pit Fill Monitoring Well was inspected for significant changes in <br />water level on a quarterly basis. No significant water level changes were observed in <br />2017. In addition, the fill was inspected quarterly to identify the development of any <br />springs or seeps on the face of the fill. No seeps or springs developed during 2017. The <br />West Pit Fill was inspected quarterly for any evidence of surficial slope failure on the <br />face of the fill and none was found. A quarterly review of the survey monuments on the <br />fill noted no significant changes in their positions, suggesting that the fill continues to be <br />stable. <br />West Taylor Fill: The West Taylor Fill was inspected for significant changes in under <br />drain integrity and any evidence of surficial slope failure on the face of the fill. No <br />significant concerns were found in 2017. In addition, the fill was inspected quarterly to <br />identify the development of any springs or seeps on the face of the fill. No seeps or <br />springs developed during 2017. The West Taylor Fill was inspected quarterly for any <br />evidence of surficial slope failure on the face of the fill and none was found. <br />East Taylor Fill: The East Taylor Fill was inspected for significant changes in under <br />drain integrity and any evidence of surficial slope failure on the face of the fill.
