General Land Office (GLO) records and survey plats were examined for Township 5 <br />North, Range 90 West (T5NR90W), and Township 6 North, Range 90 West (T6NR90W). <br />The review of these records focused on the study area. All of the original surveys were <br />conducted in 1878. No cultural manifestations appear on the original survey plat within the <br />present project area. <br />The dependent resurvey for T5NR90, conducted from 1915 to 1917 shows the Craig <br />to Pagoda Road (5MF7540.2) entering the northwest quarter of Section 5 from the north and <br />running through the eastern half of Section 8. Land patents filed within the vicinity of the <br />project area are mostly comprised of Homestead (original and stock raising) patents, and date <br />between 1911 and 1940. <br />STUDY OBJECTIVES <br />Objectives of the present study include: 1) the identification of cultural resources <br />within the project area that may be adversely affected by the proposed action, 2) the <br />evaluation of these for inclusion on the NRHP using National Register criteria (Criteria A <br />through D) and the seven aspects of integrity as defined in the National Register Bulletin No. <br />15 (see Site Significance below), and 3) to make management recommendations for those <br />cultural resources found to be eligible. <br />Site Significance <br />The evaluation of cultural resources includes defining significance, assessing <br />integrity, and evaluating National Register eligibility. Significance is a quality of cultural <br />resource properties that qualifies them for inclusion on the NRNP. OAHP recognizes two <br />broad categories of eligibility determinations: field and official. The statements of <br />significance included in this report are field assessments to support recommendations to the <br />BLM and the State Historic Preservation Officer (SHPO). The final determination of site <br />significance is made by the BLM in consultation with the SHPO and the Keeper of the <br />Register. <br />The Code of Federal Regulations was used as a guide for the in -field site evaluations. <br />Titles 36 CFR 50, 36 CFR 800, and 36 CFR 64 are concerned with the concepts of <br />significance and (possible) historic value of cultural resources. Titles 36 CFR 65 and 36 CFR <br />66 provide standards for the conduct of significant and scientific data recovery activities. <br />Finally, Title 36 CFR 60.4 establishes the measure of significance that is critical to the <br />determination of a site's NRHP eligibility, which is used to assess a site's research potential: <br />The quality of significance in American history, architecture, archaeology, and culture <br />is present in districts, sites, buildings, structures, and objects of State and local <br />importance that possess integrity of location, design, setting, materials, workmanship, <br />14 <br />
