TRAPPER MINING INC.
P.O. Box 187 Craig, Colorado 81626 (970) 824-4401
February 26, 2018
Ms. Robin Reilley
RECEIVED
Environmental Protection Specialist FEB 2 7 2018
Colorado Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203 Division of Reclamation,
Mining & Safety
Re: Trapper Miming %, Permit No. C-1"14110, Te&Wcd 1kiddoa T11419
Update to the 2018 Mine and Reclamation Ptan
Dear Ms. Reilley:
Please find enclosed duplicate copies of Technical Revision TR -119. This revision is intended to
update the 2018 mining and reclamation plan as an interim step in advance of the submittal of
Permit Revision No. 9 (PR9) that will include a more comprehensive mining and reclamation
plan update for the 2018-2022 permit term. Included with this application are updates to several
pages of permit text, along with several revised maps.
The following revised permit narrative pages are enclosed: 3-13, 3-15, 3-15a and 3-15b. The
following revised maps are enclosed: M9 (sheets 2 and 3), M10A (sheet 3) and M10B (sheets 2
and 3).
Page 3-13 (Table 3.1-3) is revised to include 2018 projected disturbance, reclamation and bond
release acreages and the resultant impacts to these numbers. Revised pages 3-15 and 3-15a update
Section 3.1.4.1- Mining Sequence — particularly for L and N Pits, which will be the only two
active pits during 2018. Page 3-15b updates Section 3.1.4.2 — Highwall Mining — primarily
discussing future (beyond 2018) highwall mining potential in L and N Pits.
Proposed 2018 stripping will include 84.0 acres of new disturbance in L -Pit and 161.4 acres of re -
disturbance of Phase III reclamation in the N -Pit area. This is a total of 245.4 acres of
disturbance.
Map M9 — Haulroads Map — will show a proposed new road to access N Pit and removal of
certain other haulroads that have been reclaimed. Map M10A is revised to include 2018 proposed
mining areas and 2018 proposed regraded areas. Map M10B is revised to include 2018 proposed
topsoil removal and 2018 proposed reclaimed areas. You will note that regraded/reclaimed areas
are juxtaposed over the top of M-10 maps that are current for PR -7, as modified for TR -115, and
overlap projected regrade/reclamation for previous years. The M-10 maps will be totally updated
with the upcoming submittal of PR -9 and any apparent confusion will be clarified.
Our current Performance Bond is based on the worst case reclamation year of 2014. The open
acres estimate for 2014 was 2,122.3. In 2018, Trapper is anticipating ending the year with 2,073.7
open acres, which is 48.6 acres less than 2014. This should leave adequate bond for the interim.
