Harry Ranney of CDRMS took digital images from an <br />airplane on 2/26/2018, which he downloaded on 2/27/2018. Janet Binns of CDRMS viewed and evaluated these <br />photos on 2/27/2018. This inspection report is the result of the evaluation of the digital images. <br /> <br />During an inspection conducted by Janet Binns on 2/21/2018, she and Snowcap Coal Company’s representative, <br />Ms. Tanya Hammond, observed fairly recent surface disturbance in the south east 1/4 of Section 34, also known as <br />Mr. Fontanari’s Tract #71. A trench had been excavated along the east side of the tract, continuing northward <br />from near the Martin-Crawford (ditch) buried line, to the historic rock wall on the north end of the mesa. This <br />trench turned westward and continued in a westerly direction following immediately south of the historic rock <br />wall. The trench skipped over the Ute water line path, and ended just east of the Carey/Fontanari property line. <br />The trench was approximatley 2 feet deep on average. Upon observing this recent disturbance on the Fontanari <br />property, the inspector requested that aerial photos be collected documenting this new disturbance. The <br />disturbance was not present during the Division’s 1/16/2018 inspection. <br />OTHER (SPECIFY): <br /> The recent disturbance appears to be limited to the described trench. This activity is not mining related, <br />nor was it conducted by the mine operator. Since the activity is limited to the Tract 71 area and Mr. Fontanari’s <br />property, it is thought the landowner was responsible for the new disturbance. The digging of the trench was not <br />observed by the inspector, or by Snowcap Coal Company, so the Division cannot say for certain if the trenching <br />was conducted by the landowner. In its current state, the trench does not connect with the Martin-Crawford (ditch) <br />pipe on the south east end, nor does it connect with any piping or other trench on the north west end.
