No operator was present during the inspection. <br />The weather was cloudy and ground conditions was partially snow covered. Temperatures during the inspection <br />were around fourty degrees fahrenheit. <br />AVAILABILIT Y OF RECORDS – Rule 5.02.4(1): <br />Records are supposed to be located at the Fremont County Recorder office in Canyon City, CO but were u nable to <br />be located. As per Rule 2.07.3(4), the applicant shall make a full copy of his or her complete application for a <br />permit, permit revision, technical revision, or permit renewal, except for data and/or other information if it is <br />determined by the Division to be confidential according to 2.07.5, available for the public to inspect and copy. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9 ; Stream Buffer Zones 4.05.18: <br />The Magpie Diversion was inspected and the requested maintenance to the ditch has yet to be done. The majority <br />of the diversion is well armored along the base of the channel with rip rap. No major erosion or cutting was <br />observed and the channel remains stable. The culvert associated with the remaining portio n of the channel was <br />clear. <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br />The NW-MW well road spur is well vegetated. Signs of mature shrubs and grasses are found along the entire <br />length of the disturbed area. The two track that has yet to be rec laimed continues to self-heal due to lack of use. <br />Both the NWMW pad and pad located east of the road spur continue to increase in cover. The reclaimed substation <br />has good cover as well however the reclaimed access road remains sparse. <br /> <br />SIGNS AND MARKERS – Rule 4.02:
