V. COLORADO
Division of Reclamation,
Mining and Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
Internal Memo
Date: February 20, 2018
To: Brock Bowles, DRMS
From: Tabetha Lynch, DRMS
RE: New Horizon Mine, Permit C-1981-008
Application for Phase III Bond Release (SL -19) Review
I have conducted a review of New Horizon Mine SL -19 Bond Release application relevant sections,
which included the Hydrology Assessment presented in Appendix D as well as the supporting
information. This bond release proposes to release approximately 278 acres. The surface water within
the proposed release is all within the Calamity Draw Drainage. The analysis provided show no
significant increases in TDS to Calamity Draw. No surface seeps or springs have been reported within
the release area.
The groundwater intervals monitored include the overburden, Dakota Coal, and underburden. The
overburden does not appear to have been affected by mining activities. The Dakota Coal and
underburden intervals show increased TDS, sulfate, and other salts as compared to pre -mining levels.
These impacts from mining where listed within the probable hydrologic consequences, PHC, and will
persist. The required hydrologic demonstration has been provided for this bond release.
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us
John W.
