Box 1488 <br />Paonia, CO 81428 <br />RE: Bowie No. 1 Mine, Permit No. C-1981-038 <br />Technical Revision No. 63, Preliminary Adequacy Review <br />Dear Mr. Bear, <br />The Colorado Division of Reclamation, Mining and Safety (the Division) has received <br />the Bowie No.l Mine's January 22, 2018 submittal of required items for a technical <br />revision. The information provided allowed the revision to be called complete on <br />January 23, 2018. The Division has the following comments: <br />Rule 2.05.5(2)(a)(iii) and (b) <br />1. Please provide the Division with comments from the land owners of the affected <br />lands; BLM, and private landowners, that a reduction in required shrub <br />establishment is compatible with the landowner's management plans. <br />Rule 4.15.1(1) and Rule $.15.8(6) <br />2. Bowie proposes to revise the standard to, "Establish >/= 2 native or introduced <br />herbaceous forb species: each contributing 0.5%<X<60%." In accordance with <br />Rule 4.15.1(1) and Rule 4.15.8(6), the Division does not consider that annual and <br />biennial species meet the definition of "permanent" vegetation cover; therefore, <br />the Division asks Bowie to include "perennial" in the proposed standard. <br />"Establish >l= 2 native or introduced perennial herbaceous forb species: each <br />contributing 0.5%<X<60%." 4 <br />3.
