8 February 2018 C-1981-010/Trapper Mine RAR

Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 2

This was a partial inspection of the Trapper Mine; C1981010, operated by Trapper Mining Inc.
The inspection was conducted and the report prepared by me, Robin Reilley of the DRMS.
Graham Roberts, Trapper Mine representative was present throughout the inspection. Skies were
clear and temperatures ranged from 32 to 42 degrees Fahrenheit.

MAINTENANCE ITEMS: Ponds and Culverts
No problems were noted in any of the inspected pond systems, their spillways, and banks. Due
to the frozen ground a culvert inspection was not conducted during this inspection. Watersheds
are generally frozen with little if any runoff occurring at this time.

INSPECTION:
GENERAL MINE PLAN COMPLIANCE:

Photo 1: Molly Brown operating in the pit and the overburden drill visible to the left.

Coal was being
excavated and
hauled; over-
burden was being
loaded, trans-
ported and placed
in benches. The
main haul roads
were being
watered. Al-
though not observed, the new Liebherr excavator has been assembled and is undergoing testing.
Located against the Deacon Jeffway Ditch, the eastern stripping boundary was observed; TMI is
ready to excavate coal in this area. The 2018 stripping boundary requires expansion to the east
with an associated TR and maps. At the time of inspection the Molly Brown dragline was
casting spoil, Baby Doe was idle and Queen Ann was undergoing maintenance. The overburden
drill was in place and no activity was noted at the time of inspection. No offsite hydrologic or air
quality issues were observed at the time of inspection.

ROADS- Rule 4.03
Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and
Maintenance 4.03.1(5) and (6) I 4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7)

o Main haul roads in and around the site appeared stable and adequately
maintained.
o Roads were being watered .
o Access roads were adequately maintained, providing accessibility to the site .
Not all areas of the site were accessible due to either frozen or muddy
conditions.
o No evidence of offsite impacts were observed.

SUPPORT FACILITIES – Rule 4.04

o Support facilit ies, and ash disposal areas were visited. No issues were noted
