PERMIT #: M-2016-040 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: February 7, 2018 <br />OBSERVATIONS <br />This was a routine monitoring inspection for the Cargill Cattle Feeders Dirt Pit, a 9.97 acre 1 l Oc sand and <br />gravel permit operated by Green Plains Cattle Company. The inspection was conducted by Eric Scott of <br />DRMS. DRMS traveled to the site and at approximately 1200. DRMS was unable to meet permittee contact <br />Joel Lemons at the site, but Mr. Lemons spoke with DRMS both prior to and after the inspection via phone. <br />Access to the site was difficult due to snow,`muddy conditions which resulted in an abbreviated inspection of the <br />site. GPS data confirming the permit boundary will need to be collected during a future inspection. As stated <br />on the first page of this report, two issues were identified during the inspection that will need to be corrected <br />prior to the corrective action date (March 30, 2018). The mining site identification sign and permit boundary <br />markers were not observed at the site. The notice of permit applied for sign was still present at the site entrance <br />off the county road (Photo 1), but this will need to be replaced with an appropriate permit identification sign. <br />No clearly identifiable permit boundary markers were observed during the inspection. A single wire fence was <br />noted along the east side of the affected area, but it was not marked, so DRMS was unable to determine if the <br />fence was intended to serve as the permit boundary, or only to exclude animals from the active pit area.
