<br /> <br /> <br /> <br /> 12 <br /> <br />IX. Coal Mine Waste <br /> <br />No coal mine waste will be generated at the New Horizon North Mine. <br /> <br />X. Backfilling and Grading <br /> <br />No changes to the backfilling and grading plan were proposed in the PR-2 application. <br /> <br />XI. Revegetation <br /> <br />The Division proposes to approved the center pivot irrigation system as outlined in <br />Appendix 2.05.4(2)(e)-1 and Map 2.05.4(2)(e)-1 of the PR-2 application. The new <br />irrigation designs are consistent with the reclaimed topsoil configuration which will <br />maximize the use of irrigation water. The irrigation system will be used to support the <br />postmining land uses of irrigated pasture/cropland. <br /> <br />The Division proposes to approve seed mix #5-irrigated pasture/cropland. The seed mix <br />consists of alfalfa drill seeded at a rate of 18 pls/acre. A cover crop of oats may be <br />planted in the first year at a rate of 70 lbs/acre. <br /> <br />The Division proposes to approve a technical standard for the production success criteria <br />for the irrigated pasture/cropland. A technical standard is being proposed in accordance <br />with Rule 4.15.9 because there isn’t a comparable area within ERMR control that has <br />the same soil type, access to irrigation and is planted exclusively with alfalfa. The <br />proposed success standard will be based on the Montrose County current year alfalfa <br />yield or the long-term average alfalfa yield (if the annual yield is not available). The <br />success standard is discussed in further detail in Section 2.05.4(2)(e) of the permit. <br /> <br />XII. Post-mining Land Use <br /> <br />The Division proposes to approve the changes to the post-mining land use in the PR-2 <br />application. The land uses will remain the same but it is the location of each land use <br />that is being reconfigured. The location of the irrigated pasture/cropland will coincide <br />with the location of the Progresso topsoil and the dryland pasture parcel will coincide <br />with the location of the mixed topsoil. Topsoil locations are described in Section IV <br />above. <br /> <br />XIII. Protection of Fish, Wildlife and Related Environmental Values <br /> <br />No changes to the protection of fish, wildlife and related environmental values are <br />proposed in the PR-2 application. <br /> <br />XIV.
